Eng.Â George Mulamula, Founder & CEO
He is currently the Chief Executive Officer of the Dar Teknohama (ICT) Business Incubator (DTBi) for entrepreneurship hosted at the Commission for Science & Technology (COSETCH) as a PPP between the infoDev World Bank, Government & Private Sector. He is also the Senior Government Advisor on Information Communication Technology (ICT) Entrepreneurship & Innovation for an enabling environment and eco-system for ICT entrepreneurship growth at the Commission. Prior to that he was the first Principal Deputy Chief Executive Officer (PDCEO) of the Rwanda Development Board (RDB) and Senior Advisor in the Ministry of Commerce & Industry and worked on their SME and Entrepreneurship Policy. At RDB he was tasked with spearheading the organization in fast-tracking investment in Rwanda, Tourism, ICT and human capacity building. He was the Senior ICT Advisor in the Government of Rwanda and in that capacity, the Lead Policy Advisor on the Rwanda National Information Communication Infrastructure (NICI) Policy Plan II and WSIS Document preparation, and also a catalyst in technology entrepreneurship in Rwanda.Â George Mulamula was for over 8 years the first Africa Technical Expert in Intellectual Property (IP) Automation with the World Intellectual Property Organization (WIPO), based in Geneva Switzerland and worked with Sub-Sahara African Governments on the utility of ICT in IP. He also was a catalyst in transforming the African Advanced Level Telecommunications Institute in Nairobi, Kenya to be a Centre of Excellence while he worked there. For over 15 years he has taught at various Higher Learning Institutions in the region, consulted with international and regional organizations, and also involved in policy formulation for innovation & entrepreneurship in ICT. He has run ICT companies and has written extensively on ICT, Technology Transfer for Sustainable Development.Â At DTBi & COSTECH he now supports Entrepreneurship in Tech Startups in the Tanzania to grow and propel job creation for youth (particularly women) and have financial inclusion at the bottom of the pyramid. To further support entrepreneurs he has forged links and collaborated with Academic Institutions like MIT Sloan School G-Lab, University of Dodoma, University of Dar-es-Salaam, Cambridge-Africa Initiative iof teh University of Cambridge; International Organisations like Lions@Africa, Silicon Valley Black Chamber of Commerce, US State Department Global Partnership Programme & GIST, Finnish TanzICT; Companies like Technobrain, Microsoft USA; Regulatory Authorities like the Tanzania Communication Regulatory Authority;Â Banks like CRDB, DCB, TIB, to name a few and linked an International network of Mentors & Coaches. He is a Mentor and Coach for entrepreneurs and has conducted pitching sessions around the country and outside the country, including at Global Entrepreneurship Summits and Demo Africa. He is a Board Member of Global Learning XPrize of California, Board Member of Demeter, a MIT Startup which is going global and also Board Member of Airtel Fursa Programme.
Seasoned business consultant, fundraiser, strategy advisor and executive leader expert at growing sustainable for-profit and non-profit enterprises. 30+ years building successful businesses. Richard founded his first technology startup in 1980 and sold it to a Fortune 100 multinational 5 years later. He served as VP of Worldwide Sales for Polaroidâ€™s Magnetic Media division before founding Re:Launch in 1990, advising ICT businesses for clients such as Memorex, Computer Associates, IBM as well as many other smaller firms and startups, raising millions of dollars and helping take several public via IP before selling Re:Launch to an investor group in 2003. In 2005 he joined Big Brothers Big Sisters, a youth mentoring NGO as CEO in the San Francisco Bay Area and grew services by 300% while reducing costs.
He is the author of the Software Channel Sales Guidebook, published The StoreCheck Report, and has been a speaker at many ICT industry conferences. He completed the Executive Program for Non-Profit Leaders at Stanfordâ€™s Graduate School of Business in 2006 and continues to be a Board Member and advisor for many not-for-profit social change organizations. He is currently Chief Strategy Advisor at Kickstart Growth.
Makange Mramba, Finance Manager
Mramba Makange has a wide experience in SMEs businesses and Financial Management.Â He was very instrumental in the Savings and Credit Societies modernization program initiated by SELF and SCCULT as a Consultant and also participated actively in the SMEs Development Program carried out by SELF project under the Vice Presidentâ€™s Office and also another program under the International Labor Organization (ILO). Mramba carried out several consultancy programs in financial management and best practice through the Prime Ministerâ€™s Office Regional Administration and Local Governments throughout Tanzania and is an accredited LGAs Facilitator by GIZ and Inwent.Â Mramba has also worked as Financial Controller and Administrator and Project co-ordinator in projects under the United Nations Development Program, USAID and ADF.Â He also coordinated a number credit projects run by Poverty Africa (Global) in Kenya, Uganda and Tanzania. He also worked as the Executive Director of Business Finance Consultants Company that was responsible for business advisory services. Prior to that, he also worked as a Senior Auditor in The Cooperatives Audit and Supervision Corporation. He is a coach and mentor in business management for SMES.
He also served as a Council member of TCRA consumer consultative council and a chair of the consumer committee and also appointed in the UN Youth Volunteers Board. Currently he is a Council member of National Council for Technical Education (NACTE). Â Currently Mramba is the Dar Teknohama Business Incubator (DTBi) Head of Finance and advisor of the Incubator on matters related to finance and ICT legal issues
Mr Collin Gumbo
Entrepreneurial executive with more than 10 years of experience in high capacity sales in new business development, logistics supply chain, strategic planning and personnel at the regional and corporate level for manufacturing, established retail and service bound companies including BP Tanzania (now Puma Energy), Lafarge Mbeya Cement and Tanzania Telecommunications Company Ltd (TTCL).
He was quite instrumental in market share growth of Mbeya Cement in the Southern Highlands of Tanzania in 2006 and early part of 2007. Collin went on to spend 5 years with TTCL, Tanzania incumbent fixed line carrier as Manager Sales Strategy. The role was highly illuminating as provided him with opportunity to acquire more skills in networking, Strategic Planning and Business Development. In TTCL he was part of 5-members technical committee that prepared the first ever 5 years Strategic Business Plan of the newly inaugurated countryâ€™s National ICT Backbone project in 2010.
Collin holds MBA in Marketing from the University of Dar es Salaam and is a certified accountant. He brings to DTBi not only his strong financial acumen but also in depth understanding of dynamics of ICT industry in Tanzania and strong track record of success in identifying opportunities for accelerated growth.

A seasoned individual with over 20 yearsâ€™ experience working for private blue chip and public organisations in Tanzania, East Africa and Scotland, United Kingdom. Experienced gained in strategic and operational roles within the Fast Moving Consumer Goods, Telecommunications, Finance and ICT Sectors, leading and developing sales and technical sales Teams within those organisations. Recently become an independent Business Development Consultant to and for Small and Medium Sized Enterprises in Tanzania.
